On the evening of June 17, 2025, Direct Selling Association (DSA) CEO Dave Grimaldi issued an urgent update from the Delaware Legislative Hall. His message focused on the passing of House Bill 162 (HB 162)—a bill that poses a serious threat to the future of the direct selling industry. DSA Delaware HB 162.

HB 162, passed by the Delaware House of Representatives in a 27–11 vote, proposes regulations that would drastically impact even the most compliant and ethical direct selling companies. According to Grimaldi, the bill sets a dangerous precedent that could ripple across other U.S. states.
While the bill aims to add consumer protections, industry leaders argue that it unintentionally undermines independent entrepreneurship by limiting the freedom of direct sellers, network marketers, and home-based business owners.
Despite the bill’s passage in the House, DSA had anticipated this move and is prepared for the next critical phase: stopping HB 162 in the Senate. The organization is calling on all direct selling companies, regardless of DSA membership status, to stand united.
“This is where the battle turns personal,” said Grimaldi.
The DSA is launching a grassroots campaign, empowering Delaware-based entrepreneurs to speak directly to lawmakers. The initiative aims to show that these individuals are not victims—they are self-driven business owners who choose flexibility and independence.

Amplify personal stories that reflect the real value of independent work

He also recorded a video message moments after the House vote, which provides further context and a personal call to action for all stakeholders.
