  • Prepare your distributor data: Stay ready for a coordinated in-person action by organizing internal contact lists and availability.

  • Nominate local leaders: Put forward standout Delaware sellers to serve as campaign advocates and potential spokespeople.

Even one action can make a difference in forming a strong, visible coalition.

Who This Bill Really Affects

These are not faceless sellers. They are mothers, caregivers, veterans, retirees, and working families. Many serve as flexible earners and community leaders. Others are entrepreneurs and voters—and HB 162 would limit their opportunity.

The Hidden Dangers of HB 162

Though labeled as consumer protection, the bill creates real barriers:

  • A 90% buyback rule with no minimum cost could prevent affordable starter kits.

  • A 3-month cancellation window creates uncertainty for team builders and mentors.

  • Out-of-context income disclosures may discourage part-time sellers.

These changes would only make it harder for ethical sellers to succeed.

Self-Regulation Already Works

The Direct Selling Association has proven that current safeguards are effective:

  • The DSA Code of Ethics ensures fairness and transparency.

  • The DSSRC has reviewed over 3,600 claims and resolved more than 450 cases.

  • 25 major violations have already been referred to regulators.

The system protects consumers without harming entrepreneurship.

What Comes Next and How to Prepare

The Senate’s Banking, Business, Insurance & Technology Committee will review HB 162 on June 24. If passed, the bill may head to the full Senate by June 30, the final session day.
